First Quarter 2009
Higher Net Allocation forPrepared Industrial Land;Healthy Occupancy Level forReady-Built Facilities
The net allocation of Prepared Industrial Land(PIL) rose to 15.3 ha in 1Q09 from 8.5 ha inthe last quarter. However, on a year-on-yearbasis, net allocation fell 87% from 114.9 ha in1Q08. The improved quarterly performancewas supported by the Generic Land segment,which contributed 89% of the total net take-up for PIL. Overall, gross allocation of PIL washigher at 30.8 ha, up from 14.7 ha in 4Q08.However, termination also increased, from 6.1ha in 4Q08 to 15.5 ha.
Faced with a challenging economic climate,the net allocation of JTC's Ready-BuiltFacilities (RBF) remained in negative territoryin 1Q09 at -8,900 sqm, compared to -1,200sqm in the previous quarter. This was duemainly to lower gross allocation of 10,800sqm, a 46% quarter-on-quarter decline from20,000 sqm in 4Q08. Meanwhile, theoccupancy level for RBF remained healthy at97.7% in 1Q09. While demand was lower,overall supply of RBF declined due toretirement of some stock for product renewal.
I JTC Prepared Industrial Land
In 1Q09, the net allocation of PIL rose to15.3 ha from 8.5 ha in the last quarter.However, compared with the samequarter last year, net allocation fell 87%from 114.9 ha in 1Q08. The improvedperformance on a quarterly basis wasdue to higher gross allocation at 30.8 ha,up from 14.7 ha in 4Q08. However,termination also increased, from 6.1 hain 4Q08 to 15.5 ha.
1Q09 saw a larger proportion (53%) ofthe gross PIL allocation going to themanufacturing-related and supportingsectors, increasing from 45% in theprevious quarter. The manufacturingsector also experienced higher take-up at14.5 ha against the previous quarter'stake-up of 8.1 ha, supported by highergross allocation for the Transport
Engineering segment at 8.2 ha
(compared to 1.4 ha in 4Q08).
The top three segments contributing tothe PIL termination in 1Q09 wereElectronics (37%), Precision Engineering(26%) and Other Related and SupportIndustries (20%). Around 65% of PILtermination was due to companiesterminating their leasing of TOL(Temporary Occupation License) land.
Generic Land
Net allocation of Generic Land rose morethan threefold to 13.6 ha in 1Q09 from3.9 ha in 4Q08. The improvedperformance was due primarily to thehigher gross allocation of 19.4 ha, whichwas more than twice the 9.6 ha achievedin the previous quarter. However, on ayear-on-year basis, the net allocation forthis segment fell 83% from a hefty 81.8ha in 1Q08, which had benefited fromlarge allocation in the Clean Techsegment. The quarter saw a largeproportion of the gross allocation inGeneric Land going to Transport
Engineering segment (42%) andPrecision Engineering segment (17%).Termination of Generic Land remained ata relatively low level of 5.7 ha in 1Q09.
Specialised Parks
The net allocation for Specialised Parkswas at 1.6 ha in 1Q09, a drop of 65%from 4.7 ha in the preceding quarter. In1Q09, gross allocation more thandoubled to 11.4 ha from 5.1 ha in 4Q08.However, this was offset by a sharp risein termination from 0.4 ha in 4Q08 to9.7 ha in 1Q09. On a year-on-yearbasis, the decline in net allocation wassharper, down 95% from 33.1 ha in1Q08.
Business Park contributed the highestproportion of gross allocation for 1Q09,achieving 4.7 ha (or 41% of total landtake-up for Specialised Parks). JurongIsland and Wafer Fab Park were the nextlargest contributors with 3.4 ha and 3.3ha allocated respectively. Termination ofSpecialised Park land came mainly fromTOL cases in Wafer Park.
II JTC READY-BUILT SEGMENT
(RBF)
Compared to the previous quarter, the e by
occupancy rate of the RBF rose by 0.9%-point to reach 97.7% in 1Q09. Therewas a decline in demand of 8,900 sqmbut overall supply fell by 38,600 sqm dueto retirement of Flatted Factory spacescheduled for product renewal.
Faced with a tough economic climate, thenet allocation of RBF dropped quarter-on-quarter to -8,900 sqm in 1Q09 from - 1,200 sqm in 4Q08. On a year-on-yearbasis, net allocation fell from 21,500sqm in 1Q08 to -8,900 sqm in 1Q09.The lower net allocation was due to aweaker gross allocation of 10,800 sqm, a46% decrease from 20,000 sqm achievedin 4Q08.
Termination of RBF declined by 7% to19,700 sqm in 1Q09 from 21,200 sqm inthe last quarter. Out of the total RBFtermination, 8% (1,564 sqm) wasattributable to companies moving out offacilities scheduled for product renewalby JTC. The top 3 industry segmentsthat contributed to the RBF terminationin 1Q09 were the Other Related andSupport Industries (53%), Precision
Engineering (26%) and GeneralManufacturing Industries segments (9%).Consolidation of operations (29%) andPoor Business (21%) were the primaryreasons for the termination of RBF in1Q09.
III PROJECTS IN THE PIPELINE
JTC Ready-Built Facilities
Fusionopolis Phase 2A is currently under construction and is expected to be completedby 2013.

GLOSSARY
Assignment
Refers to the transfer/sale by a lessee of his JTC property to a proposed buyer with priorconsent given by JTC. Transactions in the current quarter include completed assignmentsas well as assignments pending legal completion.
Business Park
A business park is an area specifically set aside for non-pollutive industries andbusinesses that engage in high-technology, research and development, high value-addedand knowledge-intensive activities.
Business Park Space
JTC's ready-built factories at the International Business Park, Jurong Town Hall, C hangiBusiness Park, Biopolis and Fusionopolis. They cater mainly to the needs of newindustries in the high value-added and knowledge-based activities.

Concept Price Tender (CPT)
The Concept Price Tender is a mode of JTC land release mechanism that evaluates basedon concept and price. This is used in instances in which the projects have high designcontent or emphasis on concept. Proposals are evaluated to short-list those that meet theobjectives of the projects, before the tender price (for projects whereby the bid price is atender condition) is considered.
Demand
Refers to cumulative net take-up of land or space.
En-Bloc Redevelopment (EBR)
The comprehensive redevelopment by JTC of an older industrial area that has beenidentified for renewal. This is to achieve better land productivity with improvedinfrastructure, plot sizes & configuration and support services.
Flatted Factory
A type of ready-built factory that is generally medium to high-rise and houses multipletenants/lessees sharing common facilities like car parks, loading/ unloading areas andcargo lifts.
Government Land Sales (GLS)
It is the releasing of land for development via public tender.
Gross Allocation
Land or space that is leased or rented to companies during a reference period.
Jurong Island
Located at the southwest of Singapore, it is formed by amalgamating seven islands bymeans of land reclamation. Zoned as general industrial land, the island is primarily setaside for the petroleum, petrochemical and chemical industries.
Lease
A contract for which JTC land or property is rented for a stated time (usually 30 years) toa lessee.
Logistics Park
An area designated specifically for companies engaged in logistics activities. It includesAirport Logistics Park, Banyan Logistics Hub, To h Tuck / To h Guan / Clementi WestIndustrial Estate, Aviation Distrizone in C hangi South and parts of C hangi North.
Net Allocation
Gross allocation less termination of land or space.
Occupancy Rate (Of Space)
Total space occupied as a proportion of total stock of space as at end of a referenceperiod.
Open Land Application Scheme
Under this scheme, land sites releases are announced in the press every quarter andopened for applications by the public. This is to provide advance information on JTC'sland supply to help industrialists plan their expansion or factory set-up program.
Posted Prices
Posted prices refer to the average $ per square metre for Ready-Built Factories andPrepared Industrial Land.
Posted Rents
Posted rents refer to the average $ per square metre per month for Ready-Built Factoriesand average $ per square metre per annum for Prepared Industrial Land.
Prepared Industrial Land
A type of JTC product referring to land that is made ready for lessees to develop theirown industrial facilities. The land is normally provided with road access/ frontage, mainstorm drain, water and sewer mains at its perimeter.
Ready-Built Factories
Types of JTC products referring to factories that are built in anticipation of demand toallow lessees/tenants quick start-up and operation. The current JTC portfolio includesStandard, Flatted, Ramp-Up, Business Park Space and Tec hnopreneur Space.
Standard Factory
A type of ready-built factory that is typically low rise and meant for a single tenant. Thebuilding can be designed as a detached, semi-detached or terrace unit.
Sublet
Refers to a situation where the lessee parts with possession of his premises by way oflicensing or subletting on a temporary basis.
Supply
Refers to the stock of land or space available.
Technopreneur Space
A facility specially dedicated to technology-based activities. JTC currently has one sucfacility: Tec hnopreneur Centre located at 20 Ayer Rajah Crescent (storey 7, 8 and 9).
Temporary Occupation License (TOL)
It is a licence to occupy State land for a temporary purpose made between the State andthe licensee.
Tenancy
A short term tenure of typically 3 years with an option to renew for another 3 years.
Termination
Land or space returned to JTC during a reference period.
Tuas Biomedical Park
An area designated specifically for companies engaged in pharmaceutical production.Currently, one site exists in Tuas.
Wafer Fab Park
An area designated specifically for semiconductor companies engaged in the waferfabrication of integrated circuits. These Parks are currently located at Woodlands,Tampines and Pasir Ris.
Wayleave
A private right of way, permission or licence over or through land for a specific purpose.
